Public-Private Revitalization Project Brings New Jobs, Investment to East Liverpool
EAST LIVERPOOL, Ohio (October 1, 2025) – A ribbon-cutting ceremony was held today to celebrate True North’s move across the river to Ohio. The company recently finished renovations to the BOSS Building in downtown East Liverpool, where its corporate headquarters are now located.
“Ohio’s future grows stronger when companies choose to call our state home, and this is yet another example of a company that has chosen to move here from out of state,” said Governor Mike DeWine. “This public-private partnership is an example of how strong collaboration creates opportunities for businesses to invest and thrive in Ohio.”
A high-tech business services firm, True North, has 55 current employees who will occupy the 31,000-square-foot BOSS Building, which was built in 1930. The company is poised for growth and has plans to add 25 more high-tech jobs before the end of 2028.
“This headquarters is more than an office—it’s a commitment to East Liverpool’s future,” said Charles Bailey, Owner & CEO of True North. “By building here, with local partners, we’re demonstrating what’s possible when businesses and communities invest in one another.”
The $1.8 million investment in the revitalization project was supported by a $700,000 JobsOhio Vibrant Communities Grant.

JobsOhio Network partner, Team NEO worked with True North to secure funding for the project, which is located in the seventh and final JobsOhio network partner region, Lake to River.
“What’s happening here is a powerful validation that when state, regional and local partners align behind a shared vision, real progress happens,” said Alexa Sweeney Blackann, Interim CEO, Lake to River. “That’s exactly the kind of momentum we’re working to build across all four of our counties.”
The JobsOhio Vibrant Communities Program offers competitive grants for development projects that help transform areas within a distressed community. Eligible projects include mixed-use projects, real estate development projects, and operated shared spaces that meet the JobsOhio project criteria.
