From West Coast to Midwest: Resilience Expands Its Biomanufacturing Network with New Ohio Headquarters

The Challenge 

As demand for complex medicines continues to grow, Resilience is focused on expanding domestic biomanufacturing capacity while building a more resilient U.S. healthcare supply chain. To support that mission, the company sought to strengthen its operational footprint by co-locating corporate leadership with advanced manufacturing and packaging operations. 

Resilience needed more than a new headquarters. The company required a location with a strong talent pipeline and robust infrastructure to support long-term growth in sterile pharmaceutical manufacturing. 

The Solution 

Resilience relocated its corporate headquarters to Blue Ash, Ohio, establishing a new leadership hub alongside its growing sterile manufacturing and packaging network in Southwest Ohio. 

The new headquarters complements the company's 580,000-square-foot drug product manufacturing facility in nearby West Chester, creating an integrated regional hub for sterile manufacturing, device assembly, packaging, labeling, and supply chain operations. At the same time, Resilience announced a new multi-purpose injectable fill/finish line in West Chester, expanding its capacity to support a broader range of injectable medicines for biopharmaceutical partners. 

The investment builds on Resilience's continued growth in Ohio while reinforcing the state's leadership in pharmaceutical manufacturing. Ohio's strong advanced manufacturing workforce, business-friendly environment, and growing life sciences ecosystem—strengthened by the Ohio Discovery Corridor—provided the foundation for the company's next phase of growth. 

Key Factors in Choosing Ohio Included: 

  • A highly skilled advanced manufacturing workforce with growing expertise in biopharmaceutical production 

  • Existing sterile manufacturing, packaging, and supply chain operations that support an integrated production network 

  • Ohio's central location and proximity to customers, suppliers, and industry partners

  • Access to the world-class research and healthcare institutions that comprise the Ohio Discovery Corridor 

Economic Impact: The relocation of Resilience's headquarters and the company's continued investment in sterile manufacturing reinforce Southwest Ohio as a growing center for advanced pharmaceutical production. The project created 200 new jobs, strengthened U.S. manufacturing capacity for critical medicines, and supported continued economic growth across the Cincinnati region. 

Strategic Advantage: By moving its corporate headquarters near advanced manufacturing operations, Resilience created an integrated biomanufacturing hub capable of supporting customers from development through commercial production. The investment positions Resilience to help strengthen the domestic supply chain for complex medicines while leveraging Ohio's manufacturing expertise, workforce pipeline, and collaborative life sciences ecosystem. 

The Results 

Relocating Resilience’s headquarters to Ohio was a capstone to the company’s increasing presence in Ohio, including a $229 million renovation in 2023 that significantly enhanced the existing facility’s manufacturing capabilities and enabled the hiring of 440 technicians, engineers, and analysts. In total, the two projects included: 

Jobs Created: 640 new jobs 

Total Payroll: $46 million 

Total Investment: $329 million
