True North Moves North: A Big Comeback for Small-Town East Liverpool

Published: March 16, 2026

The Challenge

True North was poised for growth. True North, a high-tech business services firm, provides accounting, bookkeeping, payroll, medical billing, collections, and consulting support to more than 250 companies in 43 states. The company had plans to add high-tech jobs before the end of 2028. The question was whether its current corporate headquarters in West Virginia was adequate to retain its 55 employees, plus create 25 more.

The Solution

True North opted to relocate across the river to Ohio. As part of a $1.9 million revitalization project—supported by a $700,000 JobsOhio Vibrant Communities Grant—the company renovated the BOSS Building in downtown East Liverpool, a 31,000-square-foot historic structure built in 1930. Not only is the Boss Building a beautiful space for its employees to work in, but the relocation supported business growth.

Both True North and East Liverpool might have struggled individually to fund a multimillion-dollar renovation of this type. Instead, the project brings vibrancy and a new high-tech business services headquarters to downtown East Liverpool, creating momentum for True North and spurring additional investment. The influx of downtown workers also generates new revenue and support for other existing and potential businesses in the area.

The Results

  • 80 created and retained jobs

  • 31K square feet

  • $700K invested by JobsOhio

  • $2M+ in catalyzed investments

  • $4.2 total payroll

Today marks a new chapter for East Liverpool. We’re not just preserving our city’s history; we’re building a brighter future for generations to come. The collaboration between state leaders, local businesses, and our community is what makes these projects possible. Together, we’re bringing new life to our downtown.

-Robert Smith, Mayor, East Liverpool
